Peruvian state-run shipyard SIMA (Servicios Industriales de la Marina) and South Korea's Heavy Hyundai Industries (HHI) signed a memorandum of agreement (MOA) on 25 April aimed at “future projects and the co-development” of submarine technology, SIMA confirmed in a statement released that day.

Signed during the SITDEF defence expo, which took place at the Peruvian Army's headquarters in Lima from 24 to 27 April, the MOA is the next step in the co-operation between SIMA and HHI for potential submarine production. The two signed a memorandum of understanding (MOU) on submarine technology in November 2024 during the Asia-Pacific Economic Cooperation (APEC) summit in Lima.

The new MOA “expands the MOU”, SIMA explained. Specifically, the new agreement “creates a timetable for joint operations”, such as “the design of new submarine capabilities, thereby opening the possibility for future co-development projects in that strategic field”, the Peruvian shipyard said in its 25 April release.

The Peruvian Navy operates a fleet of six submarines built throughout the 1970s. SIMA is carrying out a modernisation programme to extend the operational life of the fleet's four Angamos-class Type 209/1200 submarines. The two oldest submarines of the fleet are the Type 209/1100 Islay and Arica.

The Peruvian Navy said the MOA will involve “the design of the new HDS-1590 MGP submarine” in 27 April posts on social media platforms Facebook and X (formerly Twitter).
